Thanks for this pointer, it’s a good list and I agree that prioritising is very important. Legacy sites are a real headache - most clients don’t have the budget for a major overhaul, so I can’t usually pass on the costs of updating, which means starting over is often out of the question. On the other hand they’re a poor advert for one’s work (quite apart from the legal issues), so I do try to make changes as and when I can.
Have you used the WAVE site for accessibility testing? I find it very useful and timesaving for this kind of work.
